SUMMARY:Trail User Survey
DESCRIPTION:The Vermont Trails and Greenways Council (VTGC)\, along with five partner organizations*\, was awarded an eighteen-month grant from the Vermont Recreation Economic Collaborative (VOREC) to address trail accessibility in Vermont. As part of that grant\, VTGC is conducting a trail user survey to gather feedback from people with mobility challenges or disabilities about their experiences when using Vermont’s trails to enjoy nature or pursue recreation activities such as biking\, walking\, hiking\, bird watching\, or paddling.  VTGC and its partner organizations will use this feedback to better understand the obstacles that prevent people with mobility challenges and disabilities from accessing trails in Vermont\, and identify opportunities to address and overcome those obstacles. The survey will be available through Friday\, May 23th. The training will develop skills in reading the landscape to determine drainage patterns and how to accommodate them to create or maintain sustainable natural surface trails. In a mixture of classroom and field time\, participants will learn and apply skills in identifying and assessing drainage patterns and learn best practices for how to plan and accomodate for adequate drainage using a variety of methods and structures. \nThe training curriculum is anchored in Professional Trail Builders Association’s (PTBA) skills competencies and the applicable multi-use Best Management Practices (BMPs) from Vermont Mountain Bike Association. Instruction will be provided by veteran professional trail builders from L&D Trailworks. \nWith increasing frequency and severity of climate-related hydrological events in Vermont\, designing and maintaining trails with adequate drainge structures is key to the resiliency of our trail networks and communities. DESCRIPTION:Join VLT along with representatives from Rabbit Tracks Trails Works\, Vermont Trails & Greenways Council and Upper Valley Trails Alliance to learn about the design\, construction and maintenance of accessible trails! This workshop will be held at the Pratt Refuge during the construction of a new accessible trail on the property. This will allow participants to see the equipment\, materials and site conditions firsthand as they learn about design considerations and construction. VLT will also share about the statewide Trail Accessibility Hub network and other groups working to promote outdoor accessibility.  \nThis event is perfect for land/trail managers or anyone interested in accessible trails. \nEvent Leaders: \n\nAnnalise Carington – CIG Project Director & Fee Lands Manager\, Vermont Land Trust\nCaitlin Cusack – Forester\, Vermont Land Trust\nGreg Fatigate – Owner\, Rabbit Tracks Trails Works\nSharon Plumb – Program Manager\, Vermont Trails & Greenways Council\nRussell Hirschler – Executive Director\, Upper Valley Trails Alliance\n\nWe’ll travel a distance of about a ¼ mile during the workshop. SUMMARY:Public Meetings on New Act 250 Tiers - Morrisville - Oct 21
DESCRIPTION:Last year\, the legislature passed Act 181\, which creates new land designation “Tiers” intended to change the Act 250 permitting process. “Tier 1” areas where growth is planned for and encouraged will have reduced or eliminated Act 250 permitting\, whereas “Tier 3” areas with important natural resources will face automatic permitting in most cases. \nThe Land Use Review Board (LURB) is responsible for developing the definitions for these Tiers\, and has just released a proposed plan for Tier 3 lands as part of their Tier 3 Rulemaking process. Their website also includes a Map Viewer that shows the proposed Tier 3 zones\, many of which lie in or near existing trail systems. The LURB is holding a series of public engagement meetings next week where Vermonters can ask questions and weigh in with their concerns. \nThe Vermont Trails and Greenways Council is pushing for clarification as to whether and how trails will be considered as part of Tier 3 Act 250 designations. SUMMARY:VT Conservation Plan DRAFT Framework Published: Public Input Due November 14
DESCRIPTION:A new draft outline of the Vermont Conservation Plan (VCP) is out\, and the Project Management Team needs to hear from you! Once complete\, the VCP will guide how Vermont pursues its mandated goal of permanently conserving 30% of the State by 2030 and 50% by 2050. This document lays out the background and rationale for what has been developed thus far\, as well as the three major objectives and the underlying proposed pathways\, or focus areas\, for achieving these goals.\n\n \n\nThis latest framework was refined following a series of public meetings this past summer\, and based on input from the Technical Advisory Committee on which VTGC serves. Outdoor recreation is recognized as a vital driver of conservation efforts and one of the proposed pathways under the first “Support Conservation in Communities” objective. This pathway would include activities that promote diverse recreational opportunities — both on and off-trail — as well as investments in both land protection and stewardship.\n\n \n\nThe comment period on the current draft is open until November 14th\, including both a survey that allows respondents to rank the importance of and comment on each objective and supporting pathway. You can also provide a custom submission if you prefer. In either case\, you’ll definitely want to read the Draft Framework Report first and have it with you as a reference.\n\n \n\nThis framework is still a draft and could change. We strongly encourage you to provide feedback that indicates the importance of Objective 1\, Support Conservation in Communities\, and the “Support Outdoor Recreation” pathway\, and to provide any additional thoughts as to how trail-based recreation can help Vermont reach its conservation goals.

SUMMARY:Public Input Sought on E-Biking Policy for Vermont State Forests and Parks
DESCRIPTION:Montpelier\, Vt. – The Department of Forests\, Parks and Recreation (FPR) is seeking input from the public on a draft updated policy that would allow the use of electric bicycles (e-bikes) on lands managed by the Department\, including state forests and state parks. The Department is proposing to update the current FPR Policy 4: Mountain bicycles\, horseback riding\, and pack animals. The public is invited to submit comments on the draft updated policy through the online form which will be open and available on the FPR website through November 28\, 2025. \nVermont statute (23 V.S.A. § 4) defines electric bicycles as bicycles equipped with fully operable pedals\, a saddle or seat for the rider\, and an electric motor of less than 750 watts that also meets the requirements of one of the following three classes: \n\nClass 1: a bicycle equipped with an electric motor that provides assistance only when the rider is pedaling\, and that ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour\, also called pedal assist.\nClass 2: a bicycle equipped with an electric motor that may be used exclusively to propel the bicycle\, and that is not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour\, also called throttle assist.\nClass 3: a bicycle equipped with an electric motor that provides assistance only when the rider is pedaling\, and that ceases to provide assistance when the bicycle reaches the speed of 28 miles per hour.\n\nStatute (23 V.S.A. § 1136a) also requires that e-bikes be governed as bicycles and lays out options for municipalities and agencies to allow or restrict the use of the different classes of e-bikes on multi-use paths and natural surface trails. \nThe Department of Forests\, Parks and Recreation is proposing to allow all classes of electric bicycles on the following resources: \n\nState park roads;\nClass A and B forest highways;\nGravel-surfaced Class C forest highways;\nMulti-use trails and other Class C forest highways designated for bicycle use through established planning processes.\n\nThe Department is also proposing to allow Class 1 e-bikes on natural surface trails designated for bicycle use through established planning processes. \nThe policy would designate a 20-mph speed limit on all state park roads\, forest highways\, and multi-use trails with an option to designate a lower speed limit\, as needed. \nFinally\, the Department is proposing to differentiate the use of forest highways by road classification for the activities in the policy\, including bicycles and horseback riding. \nThe full text of the draft policy\, supplemental information\, a link to the comment form\, and additional options for submitting comments are available on the FPR website. \nPlease note that this policy does not pertain to the four rail trails that are owned and maintained for the Agency of Transportation.
