SUMMARY:Vermont Conservation Plan: Register for 3/9 Outdoor Recreation Listening Session
DESCRIPTION:Register for the Outdoor Recreation Listening Session hosted by VOBA\, Vermont Trails and Greenways Council\, Vermont Outdoor Business Association\, and the Vermont Recreation and Parks Association on Monday\, March 9 from 1 pm – 2:30 pm. \n\n\nMany Vermonters are aware that Vermont has a legal mandate to conserve 30% of the state by 2030\, a requirement set in place in 2023 as part of Act 59\, otherwise known as the Community Resilience and Biodiversity Protection Act (CRBPA). Act 59 also set a more ambitious long-term goal of conserving 50% of the landscape by 2050\, and tasked the Vermont Housing & Conservation Board (VHCB) to work with the Agency of Natural Resources (ANR) in the preparation of a statewide conservation plan. \n\n\nThe outcome of this work\, the Vermont Conservation Plan\, or VCP\, is due to be delivered to the legislature in the summer of 2026 and will guide how Vermont conserves land — including natural areas\, working forests and farms\, watersheds\, and recreational lands — over the coming years and decades. Development of the VCP involves two phases\, the first of which being a statewide inventory of currently conserved lands – “where are we now” – and the second being the approach for reaching the 30% and 50% goals. Phase 1 was completed in late 2024 and indicated that 27% of Vermont was currently permanently protected from development\, leaving over 270 square miles of additional land to be conserved by 2030. You can find the full Phase 1 report here.  \n\n\nWhat are the goals of the plan? \n\n\nAs captured in the title\, the CRBPA has two overarching goals: community resilience and biodiversity protection. The biodiversity side of things is guided by Vermont Conservation Design\, a statewide spatial plan established by the Vermont Fish & Wildlife Department that identifies the habitats\, forests\, waters\, and landscape features most important to support native plants and animals\, maintain landscape connectivity\, protect ecological processes\, and help nature and communities adapt to climate change.  \n\n\nThe community resilience side of the Act is focussed on not only sustaining biodiversity\, but also  supporting Vermont’s working farms and forests\, improving equitable access to conserved lands\, and upholding Vermont’s historic pattern of compact villages surrounded by rural lands and natural areas while responsibly guiding growth and economic development.  \n\n\nHow is outdoor recreation involved? \n\n\nAct 59 explicitly recognizes outdoor recreation groups and businesses as important stakeholders in the development of the plan. It also explicitly calls for the plan to Provide recreational access and opportunities for people to enjoy Vermont’s natural landscapes\, and to include recommendations to improve equitable access to conserved lands (including public access\, recreation\, sustainable land-based enterprises\, etc.). \n\n\nWhile led by VHCB in cooperation with ANR\, the development of the plan is guided by a Technical Advisory Committee (TAC) of representatives from stakeholder groups identified in the plan. Outdoor recreation holds two seats on this committee\, one for dispersed recreation filled by Backcountry Hunters & Anglers and one for trail-based recreation held by the Vermont Trails & Greenways council. Outdoor recreation is also represented by ANR through the Department of Forests\, Parks & Recreation. \n\n\nWhere do things stand now? \n\n\nWe are currently in Phase 2 of the VCP development\, with the latest information available through the project portal. Following the development of a draft framework for the plan and a series of regional listening sessions over the summer of 2025\, the Project Management Team released a revised draft of the framework (V2) in November 2025\, including a series of proposed ‘pathways’ underneath three major goal areas: Support Conservation in Communities\, Center Vermont Conservation Design\, and Strengthen Conservation Capacity. The document is effectively an outline for the plan and the underlying objectives it will pursue\, with the real “how” of the plan yet to be developed. Forthcoming in late January/early February is another draft including detailed activities for each goal areas – providing a key opportunity for input at February/March Listening Sessions – sign up for the VOBA\, VTGC and VRPA Outdoor Recreation Listening Session on March 9\, 2026. \n\n\nWhat can I do to participate? \n\n\nThe development of the plan will include another round of regional listening sessions in the winter of 2026. This will be an excellent opportunity to better understand the current framework and weigh in on the draft actions for the plan that are currently in development\, guided by the TAC. We encourage interested individuals to attend one of these sessions and help ensure that the “how” of the plan ultimately engages\, leverages\, and supports trail-based recreation as originally envisioned by the act. \n\n\nJoin a listening session hosted by the TAC or specifically designed for outdoor stewardship and outdoor business to weigh in on the draft actions. SUMMARY:Center Pier Wilderness Bridge Construction
DESCRIPTION:The presenter will share some successful plans and construction tools he has used to construct multiple span bridges (20 – 60′ in length) with center piers in in the Wilderness. These sizes are the type of structures that become financial and logistical hurdles that either require Wilderness exemptions to utilize power tools\, or a massive financial input to build a bridge off site and have it flown in with a helicopter. Both solutions are a huge challenge for Wilderness management. Therefore\, projects of this size typically go unfulfilled and can create a dangerous backcountry safety situations or the location that needs a structure experiences significant resource destruction as hikers attempt to mitigate the crossing without infrastructure. \nCenter pier bridges can be used in front country or backcountry environments. The real challenge is when there is a large stream crossing\, whether due to a dangerous/ high water environment\, or a wide crossing that has no good beginning and end points for a structure. It is significantly easier to build with dimensional lumber in a front country environment using all the tools and modern conveniences. And there are plenty of professional trail builders or contract companies that will build bridges in this manner\, although the costs for these structures are significant. \nThe presenter intends to inspire groups and other federal entities that they DO have the skills in house to construct these structures without significant costs. With solid leadership\, a dedicated volunteer base and alignment with some core volunteer groups; agencies (and partners!) can build these structures for pennies on the dollar\, provided they have solid leadership at the job site. This webinar will include images/examples of this style of construction when it was used locally for a front country bridge— and then progress that design to apply in a wilderness setting\, utilizing primitive tools.

SUMMARY:Public Input Sought on E-Biking Policy for Vermont State Forests and Parks
DESCRIPTION:Montpelier\, Vt. – The Department of Forests\, Parks and Recreation (FPR) is seeking input from the public on a draft updated policy that would allow the use of electric bicycles (e-bikes) on lands managed by the Department\, including state forests and state parks. The Department is proposing to update the current FPR Policy 4: Mountain bicycles\, horseback riding\, and pack animals. The public is invited to submit comments on the draft updated policy through the online form which will be open and available on the FPR website through November 28\, 2025. \nVermont statute (23 V.S.A. § 4) defines electric bicycles as bicycles equipped with fully operable pedals\, a saddle or seat for the rider\, and an electric motor of less than 750 watts that also meets the requirements of one of the following three classes: \n\nClass 1: a bicycle equipped with an electric motor that provides assistance only when the rider is pedaling\, and that ceases to provide assistance when the bicycle reaches the speed of 20 miles per hour\, also called pedal assist.\nClass 2: a bicycle equipped with an electric motor that may be used exclusively to propel the bicycle\, and that is not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour\, also called throttle assist.\nClass 3: a bicycle equipped with an electric motor that provides assistance only when the rider is pedaling\, and that ceases to provide assistance when the bicycle reaches the speed of 28 miles per hour.\n\nStatute (23 V.S.A. § 1136a) also requires that e-bikes be governed as bicycles and lays out options for municipalities and agencies to allow or restrict the use of the different classes of e-bikes on multi-use paths and natural surface trails. \nThe Department of Forests\, Parks and Recreation is proposing to allow all classes of electric bicycles on the following resources: \n\nState park roads;\nClass A and B forest highways;\nGravel-surfaced Class C forest highways;\nMulti-use trails and other Class C forest highways designated for bicycle use through established planning processes.\n\nThe Department is also proposing to allow Class 1 e-bikes on natural surface trails designated for bicycle use through established planning processes. \nThe policy would designate a 20-mph speed limit on all state park roads\, forest highways\, and multi-use trails with an option to designate a lower speed limit\, as needed. \nFinally\, the Department is proposing to differentiate the use of forest highways by road classification for the activities in the policy\, including bicycles and horseback riding. \nThe full text of the draft policy\, supplemental information\, a link to the comment form\, and additional options for submitting comments are available on the FPR website. \nPlease note that this policy does not pertain to the four rail trails that are owned and maintained for the Agency of Transportation.

SUMMARY:VT Conservation Plan DRAFT Framework Published: Public Input Due November 14
DESCRIPTION:A new draft outline of the Vermont Conservation Plan (VCP) is out\, and the Project Management Team needs to hear from you! Once complete\, the VCP will guide how Vermont pursues its mandated goal of permanently conserving 30% of the State by 2030 and 50% by 2050. This document lays out the background and rationale for what has been developed thus far\, as well as the three major objectives and the underlying proposed pathways\, or focus areas\, for achieving these goals.\n\n \n\nThis latest framework was refined following a series of public meetings this past summer\, and based on input from the Technical Advisory Committee on which VTGC serves. Outdoor recreation is recognized as a vital driver of conservation efforts and one of the proposed pathways under the first “Support Conservation in Communities” objective. This pathway would include activities that promote diverse recreational opportunities — both on and off-trail — as well as investments in both land protection and stewardship.\n\n \n\nThe comment period on the current draft is open until November 14th\, including both a survey that allows respondents to rank the importance of and comment on each objective and supporting pathway. You can also provide a custom submission if you prefer. In either case\, you’ll definitely want to read the Draft Framework Report first and have it with you as a reference.\n\n \n\nThis framework is still a draft and could change. We strongly encourage you to provide feedback that indicates the importance of Objective 1\, Support Conservation in Communities\, and the “Support Outdoor Recreation” pathway\, and to provide any additional thoughts as to how trail-based recreation can help Vermont reach its conservation goals.
